I am pretty sure she the provider I had seen was not filipina. Seeing as I am Asian myself, I gravitate towards Latina, White, and Filipina girls. Yeah, there are quite a few stand out providers there with smoking bodies and model quality faces on HX. While some are priced hella high ($350+ simoleons per hour), there are many who are priced more in line with your budget. Some offer discounts for seeing them at certain times, others may have prebooking prices. You can have a lot of fun just doing research.

Also some of the better agencies with throw out specials to people that have booked with them in the past. I often look for the $180 per hour specials rather than the $160 HHR regular rate
