"Finger the Kitty" Review Option

Is it possible to modify the Finger the Kitty option with an additional selection, OTC Only? I find there seems to be some confusion between specifying actually touching the vulva and rubbing the crotch of the providers clothes. or rubbing over her bikini panty. Some review submitters have selected Outside Only if they get this over the clothes rub of the kitty. It would be more proper to make an OTC Only selection.
