Of course the victim has to make that call. But not before her support team helps her to set all the info up for submission. The phone belonged to her and phone company probably can assist with records that would agree with her calls received plus hotel security footage of bad guy entering her room for story of robbery and assault with a knife to her throat. Between footage of the guy and his phone number I don't think the cops would have trouble locating him. Chances are any footage of him at door and running out later would match her story.
