Assuming for a moment that you're not just trying to scam us, she's definitely scamming you if she won't set a date until after "her bills are paid off." If she's doing this "on principle," so she won't be a "burden" or whatever, then it doesn't make sense. She apparently hasn't minded using your money up till now. "Waiting to set the date" is just her way of getting even more money out of you.
