I think your passport gets stamped as you pass through different countries. I would think that we have the competency to open a passport and look at where they have been traveling. A British citizen with a British passport flying directly from England with no other recent travels, seems to be a low risk visa. A West African with a Liberian passport should be a red flag, whether he flies directly from West Africa or if he detoured through Europe first. If we cannot figure out where people are coming from or where they have been, then we shouldn't be letting people fly here.
Just wait until a few cases find there way to Central America or Mexico. People will head North for proper treatment if they have been exposed, or they will head North to get out of the hot zone. At least that is what I would do. Good thing for them that they can hang out here for 6 months waiting for their hearing date.
