How do you arrest someone on suspiscion of prostitution?

Is it because they are innocent until proven guilty?

Cops arrest them and turn the evidence over to district attorney who files criminal charges. DA office will allow accused to plead guilty to a lesser charge because they don't have enough time to take everything to court or sometimes the evidence gathered by cops not strong enough.. I read somewhere you just don't agree to anything and insist on a jury trial and insist you are going to fight it to the end and they will drop charges or accept a plea of some minor charge like disturbing the peace
