Obsessive is right. These sites should never be hosted in servers in the US. Too easy a target!
They must be in an offshore country not part of the US control. Hence, S Africa works, but not Canada or Mexico.
Of course then it will be much more expensive to operate. And they will have to accept only credit cards issued to real persons, not gift cards which only work in the US.

A United Airlines pilot, Bruce Wallis, has been arrested and accused of running a string of brothels in apartment complexes and office buildings throughout Houston. There were a half-dozen brothels operating in Galleria-area apartments and northwest Houston office buildings with six to 10 women.

Assistant Harris County District Attorney Lester Blizzard said the criminal operation was "massive." District Attorney Devon Anderson said, "I take these types of complex organized criminal activity cases seriously."

Court records show that investigators said the women advertised online and they paid Wallis $400 a week to work in his brothels.

Wallis is accused of recruiting five women at time and having sex with them before allowing the women to work as prostitutes in his brothels. Several of the women appeared to be Russian.

Also charged is an alleged top lieutenant to Wallis. Tracie Tanner, 37, of Rosenberg, is facing charges of aggravated promotion of prostitution. Eighteen other women were also charged with prostitution after the eight-month investigation.

Wallis faces a maximum sentence of 20 years in prison. Tanner faces up to 10 years in prison.
