What is illegal?

My friend and I were debating on what is considered an illegal activity at a massage parlor.

Obviously sexual intercourse, oral and hj are illegal.

What about if the customer rubs her legs? Is that illegal?

What about only kissing or even a peck on the lips?

What about touching the lady’s ass?

We were just curious where the line is drawn so we can end this debate once and for all

Obviously, Mr. Peace Officer, you should have been trained as to all things illegal before you venture out to get onto a massage table properly covered with both your hands by your sides for the duration of the rub. Of course there is no debate if you remain at home and handle everything yourself. That way you won't offend anyone or run afoul of any mysterious legal interpretations when trying to break into U/C work writing citations and disrupting the Peace.
