no, the orders were “effective immediately” on Monday, July 13 and the orders were posted on covid19.ca.gov at 12:14 pm right after 12 noon (not 12:01 am on July 14)

the California state massage license board also immediately sent alerts and emails to all licensees right after that in the early afternoon on Monday, July 13 telling them the closure orders were “effective immediately” and posted the orders

most of the 30 counties Health Departments closing down also had posted notices on their websites early Monday afternoon on July 13. cities already have the businesses contact info from the previous mandatory approval process that allowed them to re-open the first time. most cities required all massage stores to apply in writing with a lengthy written COVID-19 plan prior to their City granting them permission to re-open. Cities already know what stores they allowed to re-open from before the last time just a few weeks ago

now, only massage outdoors is permitted

this could be a new business model
