I had not seen that earlier post by you. But you are absolutely correct, the article I posted says:

"The arrests capped a six-month investigation by a team of local, state and federal law enforcement agencies, authorities said in a statement."

And while the arrests were made in San Gabriel Valley, Ventura County law enforcement made the arrests...

All of it fits into the story you posted previously.
