A lot of the girls just don't care, so they just offer it. On top of that most providers that offer it don't get tested (for you know what) so they have no idea if they have it or if they are spreading it. Most refuse to get tested, from what I have experienced. Other providers know they have it and will work anyway, so you really have to be careful.
